The first Pobeda was developed in the Soviet Union under chief engineer Andrei A. Liphart. "Pobeda" means "Victory"; and the name was chosen because the model's first tests were done in 1943 at Gorky Avto Zavod (GAZ, "Gorky Car Plant"), when victory in World War II began to seem likely.

For a mass production, a cheaper and more economical four-cylinder variant was chosen, and the designation of the model was finally fixed as M-20 "Pobeda" (Victory). The first cars of the brand "Pobeda" came off the line on June 28, 1946. But these cars were "raw", had a lot of constructive and technological flaws and were produced in many ways bypass technology. In 1946, only 23 cars were assembled, mass production began only in the spring of 1947.
